The Absence and Leaves Specialist is primarily responsible for the operations and coordination for all schools and departments of staff absences and leaves arising from routine and special circumstances, including but not limited to, short term absences, Family Medical Leave Act (FMLA) leaves and non-FMLA leaves, regular leave concerns and declared health emergencies including novel diseases such as COVID-19 or other emergent situations; in coordination with other district offices, directly determines for affected staff the health protection precautions in declared public health emergencies including symptom identification, evaluation, quarantine, and isolation; provides written and verbal absence and leave information to staff; develops, recommends, and implements approved technical, organizational, and procedural protocols for the management of absences and leaves, both current and emerging; researches, develops, and recommends leading practices with evolving and novel absence and leave types; assists staff in leave determinations in partnership with the Human Resources Technician for Leaves and in consultation with the Director for Human Resources as needed.

This is an exempt, one to two year appointment with the possibility of extension, regularly requiring work engagement outside of standard work hours and days as the focus of the position will initially be on the management of the district’s emerging and recurring COVID-19 preparedness and response.

  • Anticipates, researches, and designs recommendations for new or changing legal and emergency absences and leaves, creating, or updating standard operating procedures

  • Coordinates routinely with applicable county, state, and federal health and regulatory agencies as well as district locations and departments

  • Creates and maintains strategies and technical solutions and associated data regarding absences and leaves tracking and reporting

  • Demonstrates care, compassion, sensitivity, discernment, and emotional intelligence in working with staff navigating absence and leave events

  • Demonstrates knowledge of and experience in a public health setting for implementing culturally responsive and informed practices and policies

  • Demonstrates teamwork while working with district department and office staff to ensure absence and leave review, development, and implementation

  • Ensures clear and consistent internal coordination among the various district departments and offices

  • Ensures organization-wide compliance with local, state, and national practices, policies, procedures and laws

  • Maintains confidentiality of staff information, specifically related to health and personal information

  • Maintains excellent, front-facing customer service to staff throughout the absence and leave processes

  • Participates and proactively engages in preparedness coordination meetings and working groups

  • Performs a variety of record keeping and reporting functions for internal district needs and external regulatory agencies including departments of health

  • Prepares and issues communications to staff for absence and leave events

  • Provides back-up to other Human Resources staff (e.g., compensation, guest staff, classified hiring, etc.)

  • Reacts quickly to crises and emerging situations to develop and implement appropriate responses

  • Recommends new procedures and modifications to existing practices to ensure a smooth and effective operation

  • Supports the Human Resources Technician for Leaves with staff questions about absences and leaves, specifically regarding changing or emerging absence and leave types

  • Trains applicable staff on various aspects of preparedness and responses

Required Qualifications:

  • Bachelor’s degree in public health, public administration, or related field. Related education and/or experience will be considered.

Preferred Qualifications:

  • Experience with absence and leave laws and policies in the public sector highly desired

  • Experience with Workday HCM time off, absence, and leaves
