The Purchasing Supervisor supervises the Purchasing Department for the district, prepares solicitations for the procurement of materials and services to include description of requirements, selection of sources, preparation and award of contract and all phases of contract administration. The Purchasing Supervisor establishes and chairs evaluation committees and debriefing vendors on evaluation process, awards and administers contracts.

  • Reports consistently for work as scheduled

  • Attains proficient or higher evaluations on established Performance Standards

  • Administers one time and multi-year contracts by ensuring appropriate documentation is received such as certificates of insurance, performance bonds, and licenses

  • Analyzes complex business process, designs, and tests in Workday

  • Answers questions from vendors, administrators, end users, and staff members regarding procurement management issues

  • Conducts pre-bid and pre-proposal conferences and answers any inquires pertaining to solicitations to include drafting and issuing amendments

  • Establishes and chairs evaluation committees to include evaluating proposals and bids, conducting negotiations with vendors, and documenting evaluation process

  • Issues, tracks and manages the Procurement Card program for the district

  • Prepares and issues solicitations, directs evaluation teams and makes recommendation for award of contract in excess of $100,000

  • Prepares solicitations for the procurement of materials and services to include description of requirements, selection of sources, preparation and award of contract, and all phases of contract administration

  • Researches through numerous sources Workday issues and prepares solutions

  • Resolves contractual problems on multi-year contracts to include issuing contract amendments if changes are needed

  • Reviews and signs purchase orders under $100,000 to ensure procurement and procedure compliance

  • Supervises staff to include assigning and monitoring work, ensuring training, resolving conflicts, interviewing applicants, and conducting performance evaluations

  • Works cooperatively with various consultants, customers, staff members, and team members to resolve issues district-wide

  • Typical demands require staff to lift and carry up to 20 pounds, and may be higher for some assignments depending on position and student need; climb stairs, ladders, and/or stools; reach, hold, grasp and turn objects; use fingers to operate computer keyboards; feel the shape, size and temperature of objects.

Required Qualifications:

  • Bachelor’s (Baccalaureate) degree (e.g., B.A., A.B., B.S.)

  • 3-5 Years Supervisory Experience

  • 5+ Years Experience in Procurement and Contracting

Preferred Qualifications:

  • Certified Purchasing Manager (CPM) - National Association of Purchasing Managers (NAPM)

  • Certified Professional Procurement Officer (CPPO) - NIGP - The Institute for Public Procurement

  • 5+ Years Experience in Government or Public School Procurement and Contracting

  • Some Experience working in a public school district or educational setting

  • Some Experience working in a related position or industry

Salary Placement: Based on job relevant experience
